劳动密集型企业,可以容纳较多职工,行业门槛和企业运营成本也相对较低。这是它优势的一面,但处理不好有可能向劣势转化。一方面,解决就业可以依赖劳动密集型产业,但解决这一问题的同时,如果企业没有真正走向市场,没有按照经济规律运行,这样做的结果可能使单位劳动生产率趋于更低,不利于开拓市场和实现企业的永续经营。因此,劳动密集型企业更要注重人力资源的管理,发挥自身的优势。鉴于此,结合我国劳动密集型企业的发展现状,本文以制衣业为例,对我国的劳动密集型企业的人力资源管理进行了探讨。
本文首先对劳动密集型企业的内涵及特征、人力资源管理的概念等做了概述。接着分析了我国制衣业的人力资源管理现状,指出了目前制衣业人力资源管理存在的问题,并对其原因做了分析。紧接着,结合我国制衣业的实际,提出了制衣业的人力资源管理和开发的对策,最后结合常州华利达服装集团的管理实践,对制衣业的人力资源管理和开发进行了实证分析。

Abstract
Generally speaking,a labor-intensive enterprise can always contain a larger number of workers,which is slightly,if not much,easier to entrance and its corporate running cost is also relatively lower.The characteristics discussed above are the advantages that it firmly hold compared with other kinds of industries,however,they might change into the adverse sides if not handled properly.
In the first place, we can say that labor-intensive enterprises make a considerable contribution to solving the current employment problem.But if the enterprise hasn’t really entranced the market and runs disobey the economic rules while searching a solution for this problem,it may lead to decreasing the unit labor productivity rate,which surely won’t be beneficial for market exploitation and the continual operation of the enterprise itself.As a result,it is important for the labor-intensive enterprise to be more sensitive to the human resources management and exert its competitive edge to the upmost.Here I try to associate our country’s current development of labor-intensive enterprises with this view in order to probe into the HRM of our country’s labor-effective enterprise using garment industry for reference.
At the beginning,this thesis make a summarization of several concepts such as the meaning of an labor-effective enterprise,what its traits are and human resources management.Then it analyses today’s HRM situation of garment industry in our country and points out its current existing problems and make a detail analysis for the causes.Following,combining with the reality of our country's garment industry,its proposes a solution for its human resources management and exploitation.In the end,with considering the management practice of Hualida garment group in Chanzhou,it makes the visual analysis towards human resources management and exploition of garment industry.
